There is no age cap on the parents and no requirement to prove financial dependency. All dependants receive permits with the same five-year validity as the main applicant. Few programmes anywhere in the world are this generous on family inclusion, and for many buyers it is the deciding factor rather than the headline investment figure.

What the permit actually gives you

- Freedom of movement. Visa-free travel across all 27 Schengen countries — Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. The number of entries is unlimited.

- No residence requirement. You do not need to spend a single day in Greece to keep the permit alive. This distinguishes the Greek programme from most EU residence routes and makes it viable for investors who intend to keep their centre of life elsewhere.

- Education. Permit holders have the same access to Greek educational institutions as citizens, and public education in Greece — including university — is free.

- Healthcare and services. Access to the Greek social and medical system, and to European banking, financial instruments and tax structures.

- A statutory, not discretionary, decision. Where the investment criteria are met and the file is correctly prepared, the law provides for approval. This is a rules-based programme, not a points-based or discretionary one.

- A path to citizenship. After seven years of residence in Greece, a permit holder may apply for naturalisation.

- What it does not give you. The Golden Visa does not confer the right to take up salaried employment in Greece. You may, however, establish and run a business.

The application process, stage by stage

The full sequence from first consultation to physical residence card typically runs four to six months.

1. Consultation — from 1 day. Definition of investment strategy, budget and target region. This is the stage where the tier decision (€250k conversion vs €400k regional vs €800k prime) is made, and it determines everything downstream.

2. Property selection and reservation — 5 to 10 days. Shortlisting and viewing. Investors typically fly in for three or four days, or delegate viewings entirely. Reservation is secured with a deposit of roughly 5% of the price.

3. Purchase documentation — 20 to 30 days. The buyer obtains a Greek tax number (AFM) and, optionally, opens a Greek bank account — payment can also be made from a foreign account. Property transfer tax of 3.09% of the transaction value is paid, and the purchase agreement is signed. The investor's physical presence is not required at this stage: everything except opening a bank account can be handled by a lawyer under power of attorney.

4. Payment and registration — 1 to 10 days. With a Greek account, payment is typically made by bank cheque at the notary during signing, after which the lawyer registers the deed in the state registry. Paying from a foreign account reverses the order: the agreement is signed first, funds are transferred, and once the seller confirms receipt of the full amount a notarial payment deed is executed and both documents are registered.

5. Residence permit application — 1 day. The lawyer files the full documentation package electronically under power of attorney. After initial verification the applicant receives a temporary residence and entry document — the so-called Blue Paper — which permits them to remain in Greece pending the card.

6. Biometrics — 1 day. Within two weeks of filing, the investor and all family members over the age of six must attend in person in Greece for fingerprints and photographs. This is the only step that cannot be delegated.

7. Issue of the residence card — 3 to 4 months. Cards are collected by the lawyer on the client's behalf and couriered to the address specified.

8. Property setup. Furnishing, fit-out and — if the property is to be let long-term — management. This is administratively minor but commercially significant: an unfurnished, unmanaged asset generates nothing while the permit runs.

Documentation

The package filed by the lawyer includes:

1. Four recent passport-format photographs per applicant, plus digital copies

2. Photocopies of every page of each valid passport

3. Marriage certificate with apostille, where a spouse is included

4. Certificate of family composition with apostille, where family members are included

5. Birth certificate with apostille for each applicant

6. Copy of the Greek property purchase agreement

7. Notarial certificate confirming the purchase agreement satisfies Ch. 6 Par. 2 of Law 4146/2013

8. Certificate of registration of the purchase agreement

9. Health insurance policy for each family member, obtained in Greece

10. Receipts for state fees

11. Bank statement from the seller evidencing receipt of the full purchase price into a Greek bank account

12. Power of attorney in favour of the acting lawyer

Three procedural points that catch people out: the package is filed electronically by a lawyer holding a notarised power of attorney; apostilled documents are valid for six months from the date of apostille; and every document must be translated into Greek and certified in Greece.

What it costs

Beyond the qualifying investment itself, budget for:

Property acquisition costs (transfer tax, notary, registry, agency): ≈ 8% of property value

Legal fees: €2,000 + €300 per additional family member

State fee, main applicant: €2,002

State fee, spouse: €152

State fee, each additional family member: €18

Health insurance in Greece: €150–300 per person, per year

Translation into Greek: ≈ €30 per person

Photographs: €12 per person

For a family of four buying at the €400,000 threshold, total transaction and application costs land in the region of €37,000–40,000 on top of the purchase price.

What changed in 2026

Law 5275/2026, published in FEK A' 17 and in force from 6 February 2026, consolidated and amended the Immigration and Social Integration Code. Three changes matter to Golden Visa applicants:

- Permit validity now runs from issuance. Under previous practice some permits were effectively backdated to the date the investment completed, quietly eroding the usable five-year period. The law now confirms that the five years run from the date the residence card is issued. This was a long-standing industry demand and it materially increases the value of the permit.

- Renewals are tighter and faster. The law imposes statutory deadlines on the authorities for processing renewal applications, and clarifies exactly what documentation is required to demonstrate that the qualifying investment remains in place. Investors whose holding falls below the applicable threshold face a problem at renewal that did not previously bite.

- Alternative investment routes are broadened. Alongside real estate, Greece maintains financial routes from €350,000 — shares in qualifying investment funds, and other economic-activity instruments — as well as newer start-up and strategic-investment categories.

Certain provisions depend on implementing ministerial decisions issued through 2026, so anyone filing this year should verify the position at the point of application rather than relying on secondary summaries.

The risks nobody advertises

Analysts writing about golden visas tend to stop at the benefits. The failure modes deserve equal attention.

- Rejections are almost always self-inflicted. The programme itself has an extremely high approval rate — experienced firms report processing well over a hundred applications without a refusal. The applications that fail almost invariably fail for procedural reasons: the purchase contract was drafted without reference to Golden Visa requirements, or funds were transferred through the wrong channel, or the property turned out not to qualify. The common thread is a conveyancing lawyer with no Golden Visa experience. This matters more than it sounds, because these errors are usually not fixable after the fact. The remedy is to sell the property and buy another one — which means paying acquisition costs twice and losing a year. The single highest-leverage decision in the whole process is engaging a lawyer with a Golden Visa track record before the purchase transaction is prepared, not after.

- Selling the property ends the permit. If you dispose of the qualifying asset, you must either surrender the Golden Visa or replace it with another property that meets the current thresholds. Since thresholds have risen, an investor who bought at €250,000 in 2020 and sells in 2026 may find the replacement costs €400,000 or €800,000.

- Russian and Belarusian citizens are suspended. Issuance of new golden visas to citizens of Russia and Belarus has been suspended since March 2022. Where the main investor holds a second passport from another country, the family can proceed — a route many applicants have taken through third-country citizenships.

- Source of funds sits with the bank, not the ministry. Greek immigration authorities do not require documentary proof of the origin of capital. But the full purchase price must move through the banking system, which places the compliance burden on the remitting bank. Greek tax authorities retain the right to ask, even if in practice they rarely do. Prepare the file as though they will.

- Criminal record certificates have not been required for Greek residence permits for a considerable time.

Tax: residency is not tax residency

Holding a Greek residence permit does not make you a Greek tax resident. That status depends on where you actually spend your time — broadly, more than 183 days in Greece in a calendar year.

For investors who do become Greek tax residents, Greece offers a flat-tax regime of €100,000 on worldwide income as an alternative to progressive rates reaching 45%. For high-net-worth families relocating in full, this is often a larger financial consideration than the visa itself, and it should be modelled before the purchase, not after.

Living in another EU country on a Greek permit

The legal position is clear: a Greek residence permit allows stays of no more than 90 days in any 180-day period in another Schengen state. The practical position is that internal Schengen borders are not systematically controlled. Investors should nonetheless plan around the legal limit, because tax residency, healthcare entitlement and future naturalisation applications all turn on documented presence.

The verdict

Greece's repricing in 2024 was widely read as the beginning of the end for the programme. It was the opposite. By pushing prime Athens and Thessaloniki to €800,000, the government defused the domestic housing-affordability argument that killed the Portuguese and Spanish schemes — and in doing so bought its own programme political durability. Application volumes have not fallen; 2024 saw a record 9,289 main-investor applications, and the programme has drawn more than €10 billion in foreign investment since 2013.

For an investor comparing options across Europe today, the calculus looks like this: Greece is the only large EU economy where a residential property purchase still buys residency; the €250,000 conversion and heritage routes remain the cheapest entry point on the continent; family coverage extends to parents on both sides with no age limit; there is no minimum stay; and naturalisation is available after seven years.

The programme rewards precision. Choose the wrong tier, the wrong property category, or the wrong lawyer, and the cost of correction is measured in years. Choose correctly, and Greece remains — by a clear margin — the best-value residence permit in the European Union.
