The single largest cost driver is rarely the technology stack — it is how much is still undecided. Every ambiguity in the specification turns into a buffer inside the number you receive. A team that has no visibility into the edge cases will assume a pessimistic case. Investing a few days in a discovery phase can cut the total much more than negotiating the rate.

Integrations tend to be another reliable source of cost. A screen that writes to your own database is easy to estimate; the same functionality talking to an old accounting system is another matter entirely. The effort sits in the counterparty: undocumented APIs, slow approval cycles, fields that mean something different on each side. Ask the estimator to list every external system, because that is where the numbers slip.

Non-functional requirements can easily double the estimate. An internal tool used by a handful of staff augmentation company costs far less than the same functionality serving thousands of external customers. Security reviews, availability guarantees, performance under load, audit logging and accessibility add real engineering time. Put them in the brief or expect them to arrive later as change requests.

Who actually does the work matters. A rate card says little on its own: an experienced engineer at a higher rate is often cheaper overall than two juniors who need supervision and rework. Check too what else appears on the invoice: project management, QA, infrastructure work and design are real work, but they should be visible in the estimate.

The number in the proposal is rarely the full cost of ownership. Expect hosting, subscriptions and licences, observability and a change budget flutter developers for hire every year the software runs. A common working assumption holds that any production system consumes a meaningful share of the initial investment annually simply to stay current. Leaving it out of the budget is the most frequent planning error.
