The biggest cost driver is not technology — it is almost always uncertainty. Every ambiguity in the requirements is converted into a contingency in the estimate. A supplier that does not know the edge cases has to assume the more expensive option. Spending a week on a discovery phase often reduces the total far more than negotiating the rate.
Connections to other systems are another reliable source of cost. A screen that writes to your own database is predictable; the same functionality connected to an old accounting system is not. The software project cost estimate lives in the other system: rate limits and sandbox access, slow approval cycles, inconsistent data. Ask each bidder to list every external system, hire go developer as this is where estimates break.
Non-functional requirements silently change the number. A tool used by twenty people costs far less than the same idea handling public traffic. Audit and compliance requirements, availability guarantees, scalability, traceability and multi-language support all add real engineering time. Write them down at the start or expect them to arrive later as change requests.
Who actually does the work matters a great deal. A rate card reveals almost nothing on its own: a senior engineer at a higher rate can be cheaper overall than two inexperienced developers who require supervision and rework. Ask as well what else appears on the invoice: delivery management, testing, DevOps and UX design are real work, but these should be named rather than hidden inside a blended rate.
The build price is not the full cost of ownership. Budget for infrastructure, livewire vs inertia third-party licences, observability and an ongoing support budget each year. A reasonable rule of thumb holds that a live system consumes a recurring percentage of the original budget per year simply to stay current. Treating the launch as the finish line is the most common budgeting mistake.
